It's impossible for the airline officials to check that every woman in a full veil is actually a woman and not a male criminal, because they don't have time. But if we had biometric ID cards and passports then all of them could be checked. So we'd better bring those in pretty sharpish... Not sure how we get to millions of tourists being uncheckable from a presumably small number of more difficult to identify individuals, but there you go.
